1) Statement of Church Leaders in Papua; Case Tolikara Must Sees Whole!
Oleh : Redaksi | Senin, 20 Juli 2015 - 20.14 WIB

JAYAPURA, SUARAPAPUA.com --- Three church leaders in Papua, Monday (20/07/2015) afternoon, issued a joint press statement, related incidents in Tolikara, Papua Province, which led to the shooting of children of school age, which led to the burning of several kiosks belonging to Papuans and non-Papuans.

The three leaders of the church, namely, the Chairman Synod Evangelical Christian Church (GKI) in Papua, Pastor. Alberth Yoku, chairman of the tabernacle of the Evangelical Synod (Kingmi) Papua, Rev. Benny Giay, and Chairman of the Board waiter Fellowship Baptist Churches of Papua (BP-PGBP), Rev. Socratez Sofyan Yoman.

It is said, until now Papua has always been a place where the state impose religious tolerance prevail, while in some places outside of Papua, the country just as if favoring one particular religious group to oppress another religion.

"This fact was followed very well by the people of Papua through the means of communication available to form a perception of injustice in the religious policy in Indonesia."

The press statement the three leaders of the church;

Responding to an incident that occurred in Tolikara on July 17, 2015 where the shootings against civilians and the burning stalls, with this, we express an attitude as follows:

First, we deplore the statements in the mass media discrediting our people who are Papuans without digging deeper into the actual facts on the ground. Therefore, we ask all parties in Papua and outside Papua, including PGI and Protestant MORA Director General Guidance Rl, to exercise restraint until the results of the investigation and monitoring of an independent team to find out what the main cause of this Tolikara events;

Secondly, in our opinion, Tolikara event needs to be seen as a whole, as this is the peak of an iceberg of efforts politicization of religion that has long been held in the Land of Papua; where certain parties exploit public office positions and to propagate a particular religion in Papua.

Third, Papua within the framework of point 2 above, seems to be the place where the State imposes religious tolerance prevail, while in some places outside Papua, state precisely as if favoring one particular religious group to oppress another religion. This fact was followed very well by the people of Papua through the means of communication available to form a perception of injustice in the religious policy in Indonesia.

Fourth, we, Church Leaders and Head of the Synod in Papua have addressed this issue and will conduct an investigation to clarify the principal case of Tolikara case, the trigger burning and shooting that killed a teenager named Endi Wanimbo (15 years) and injuring 10 other residents;

Fifth, we urge that the TNI-Police did not use weapons and other violent methods in dealing with the conflict in Papua, and not favoring one group in any disputes between residents which occurred in Papua;

Sixth, we give appreciation for the rapid reaction of various parties, including the leadership of the country on this Tolikara incident. We expect the same attitude is also shown in the shooting of four students in Paniai December 2014 which has not been completed, Yakuhimo case and other cases of violence that occurred in Papua and throughout Indonesia;

Seventh, we pray for the families of the victims who died, were injured and those who lost property as a result of violence Tolikara so empowered by God Almighty. We provide services diakonia, Pastora [, assistance and advocacy in order to recover and run a normal life back.

Thus our position statement. God bless.

Pdt. Alberth Yoku,
Pdt. Benny Giay
Pdt. Socratez Sofyan Yoman

2) President GIDI Declines GIDI’s Stamped Letter
Jayapura, Jubi – President of the Synod of the Evangelical Church in Indonesia (GIDI) the Rev. Dorman Wandikbo stated the GIDI central governing body has never issued a letter containing prohibition of worship for Muslims as well wearing hijab for Muslim women in Tolikara Regency.
The Rev. Wandikbo told Jubi on Sunday (19/7/2015) that GIDI never forbids Muslims for praying or wearing hijab in Tolikara Regency as enclosed in the letter No. 90/SP/GIDI-WT/VII/2015 that issued in Karubaga dated 11 July 2015. The Chairman of Tolikara Region the Rev. Nayus Wenda and Secretary the Rev. Marthen Jingga signed the letter and used GIDI stamp on it. The letter was forwarded to the Tolikara Regent, Chairman of Tolikara Legislative Council, Tolikara Military Regional Commander and for archive.
“The letter has truly been issued, but without prior confirmation to me as the President of GIDI and Tolikara Regent as Chairman of the Committee and Person in Charge. After it was issued on 11 July, Tolikara Police Chief called the regent and me on 12 or 13 July. I said to the chief by cellular phone that ‘I apologize for the letter. It should not be allowed because it’s a big day for Muslims. They must do prayer. If it’s possible they should conduct the prayer as usual in Mushola without using the speaker as regulated in local regulation applied in Tolikara Regency. The regent also apologized to Muslim residents and as a symbol of solidarity he bought a cow that we both gave to them to be slaughtered ahead to Eid Fitr,” revealed the Rev. Wanimbo.
He further said the regent also said to the Police Chief that the prayer could be done in Mushola because there are many students outside. There are almost 3000 people who are currently participating in the seminar and KKR (Church Prayer). “If the prayer was taken outside, it could turn crashed,” he said.
The Rev. Wanimbo further said on 17 July in the morning, the Muslim did the prayer in the Mushola’s yard and used the speaker. Due to this action, about 15 students came to the Mushola and asked them politely that they should be do prayer inside because the distance of Mushola and venue of seminar is only about 300 meters. It would give bad impression.
“But our Muslim brothers were angry and there’s among them carrying a gun and shot a fire. Eventually everyone ran but some got shot. Finally, many people started to come including some guests and myself. But we pulled back because afraid of random bullets,” he said.
At that time, Wandimbo said, the crowd scattered and became upset when seeing some have been shot. Their emotional was provoked and they burned the stall instead of mushola that was located in the center of area. But because the stall was made by wood, the fire spread to resident’s houses and mushola where located behind the stall.
He said the incident has killed a teenager, injured 11 people by the bullet and caused material losses due to houses and stalls burning. It was giving a bad impression over the security forces that were looked miss on duty and not able to secure the situation, which is part of their main task and something they committed to do.
“We strongly deplored on slow socialization of local regulation by the security forces towards Muslim residents that triggered an incident that we never expected. Moreover the religious tolerance over decades among people in Tolikara and Papua in general is very convincing, even it is most preferably in Indonesia,” Wanimbo regretted the slackness of the police. (Yuliana Lantipo/rom)

Jakarta (ANTARA News) - Social Affairs Minister Khofifah Indar Parawansa plans to visit Tolikara to ensure that the needs of evacuees in the district are met.

"I have communicated with the national police chief to ascertain that logistic needs of evacuees in both locations (where they have been accommodated) are met. I will go there to ensure it," she said here on Monday.

It was confirmed that as many as 153 people were accommodated in the sub-district military headquarters and in a location behind the resort police station, following a riot in Tolikara on Friday, the minister added.

Parawansa is scheduled to visit Tolikara on Wednesday, after visiting Lany Jaya district to ensure adequate food stock for villagers affected by the recent snowfall.

Besides checking the logistic supplies, she stated that she will also inspect data on the shops that were set on fire in the Papuan district.

She affirmed that her office will also deploy social workers to help victims, especially children and the elderly, overcome the trauma they suffered from the incident.

According to the standard operating procedure, owners of the shops burnt down during the rioting are eligible to have them renovated.

The minister pointed out that it was her ministrys responsibility to handle the social disaster, which involves refugees, as well.

According to data received by her office, a total of 63 shops and a mosque had been set afire, while 38 families, or 153 people, have been evacuated.

A group of people believed to be members of the Evangelical Church of Indonesia went to Baitul Mustaqin Mosque in Tolikara when Muslims were performing an Eid prayer on Friday. They protested the use of a loudspeaker during the prayer, stating that it was disturbing an event their church was holding at the same time.

According to the chairman of the Communion of Evangelical Churches and Institutions in Indonesia, Roni Mandang, there was chaos after police officers fired shots at them, which led to the torching of kiosks. Flames from these fires spread to the Islamic house of prayer, once it was known that a person had been shot dead.

Moreover, Spokesman for the Public Information Division of the National Police Senior Commissioner Suharsono said that the police had opened fire to bring the rioting people to order and to keep them away from the mosque.

4) Tolikara incident not religion issue: Indonesian minister
Senin, 20 Juli 2015
Jakarta (ANTARA News) - The incident in Karubaga, the capital of Tolikara district, Papua province, on Friday was not triggered by different tribes, races, religions and groups (SARA), according to Home Affairs Minister Tjahjo Kumolo.

"The Tolikara incident was not a SARA issue but an expression of discontent of an emotional group of people," he said in a short text message here on Monday.

Therefore, the minister urged members of the interfaith society in Tolikara to work in tandem to rebuild the mushala (Muslim house of prayer) that was burnt down during the clashes last Friday.

Minister Kumolo left for Papua on Monday to hold a dialog with local communication forums, local leaders, and religious leaders in Tolikara following the incident.

He also provided assistance to reconstruct the affected mushala (small mosque).

Earlier, the minister had appealed to the people of Tolikara to not be provoked by the incident on Friday.

"There is no need for people to be emotional, but they should be alert about provocateurs. The home affairs ministry is confident that the police will be able to overcome the issue soon," Kumolo affirmed.

In addition, it was reported that the situation in the Karubaga region of Tolikara district, Papua province, has returned to normal, but security personnel remain posted there to maintain law and order following the sectarian attack on July 17.

Speaking to journalists here on Monday, Coordinating Minister for Political, Legal and Security Affairs Tedjo Edhy Purdijatno said that security personnel were deployed in Tolikara to thwart any untoward incidents from occurring.

According to Purdijatno, adherents of all religions in the district are allowed to perform their respective religious services, and there was no letter that prohibited Muslims from performing Idul Fitri prayers.

The Tolikara-based Injili Churchs seminar organizing committee has denied having issued any letter that prohibited Muslims in the area from performing Idul Fitri prayers, he added.

"The organizing committee denied the allegation. So where did the letter come from? It could be a product of parties who want to disrupt peace in the area," he remarked.

The minister also pointed out that nothing can prevent followers of any religion from practicing activities of their own faiths in Indonesia.

Prior to the attack on kiosks and Baitul Mustaqin Mosque the day local Muslims were performing Idul Fitri prayers, credible media reports had revealed that a provocative letter had been widely circulated through social media platforms.

Moreover, Vice President Jusuf Kalla condemned the incident, which had led to the death of a local resident and to a number of others sustaining injuries during local policemens efforts to control the chaotic situation.

"We deplore the Tolikara incident. I do believe that the police and local leaders can resolve the problem appropriately," he emphasized on the sidelines of an open house event to celebrate Idul Fitri last Friday.

According to the reports he had received, the vice president noted that on the day of the incident, two events were being held simultaneously in the Karubaga area of Tolikara district.

These were a meeting of the community leaders of Injili Church and an Idul Fitri prayer service.

"The root cause of the problem was reportedly related to the use of loudspeakers. I believe better communication is needed prior to organizing such events," he said.

Furthermore, Chairman of the Communication Forum of All Indonesian Mosque Managers (Fahmi Tamami) Rhoma Irama has called on all Muslims and Christians in the country to not be provoked by the Tolikara incident.

Instead, all Muslims are urged to play an active role in building peace among adherents of different religions in Indonesia, he stated at a press conference.

Irama, who is widely known as the king of dangdut music, affirmed that his organization has planned to set up a team to investigate the Tolikara incident, to help all Muslims understand it comprehensively.
