Responding to an incident that occurred in Tolikara on July 17, 2015 where the shootings against civilians and the burning stalls, with this, we express an attitude as follows:
First, we deplore the statements in the mass media discrediting our people who are Papuans without digging deeper into the actual facts on the ground. Therefore, we ask all parties in Papua and outside Papua, including PGI and Protestant MORA Director General Guidance Rl, to exercise restraint until the results of the investigation and monitoring of an independent team to find out what the main cause of this Tolikara events;
Secondly, in our opinion, Tolikara event needs to be seen as a whole, as this is the peak of an iceberg of efforts politicization of religion that has long been held in the Land of Papua; where certain parties exploit public office positions and to propagate a particular religion in Papua.
Third, Papua within the framework of point 2 above, seems to be the place where the State imposes religious tolerance prevail, while in some places outside Papua, state precisely as if favoring one particular religious group to oppress another religion. This fact was followed very well by the people of Papua through the means of communication available to form a perception of injustice in the religious policy in Indonesia.
Fourth, we, Church Leaders and Head of the Synod in Papua have addressed this issue and will conduct an investigation to clarify the principal case of Tolikara case, the trigger burning and shooting that killed a teenager named Endi Wanimbo (15 years) and injuring 10 other residents;
Fifth, we urge that the TNI-Police did not use weapons and other violent methods in dealing with the conflict in Papua, and not favoring one group in any disputes between residents which occurred in Papua;
Sixth, we give appreciation for the rapid reaction of various parties, including the leadership of the country on this Tolikara incident. We expect the same attitude is also shown in the shooting of four students in Paniai December 2014 which has not been completed, Yakuhimo case and other cases of violence that occurred in Papua and throughout Indonesia;
Seventh, we pray for the families of the victims who died, were injured and those who lost property as a result of violence Tolikara so empowered by God Almighty. We provide services diakonia, Pastora [, assistance and advocacy in order to recover and run a normal life back.

Jayapura, Jubi – President of the Synod of the Evangelical Church in Indonesia (GIDI) the Rev. Dorman Wandikbo stated the GIDI central governing body has never issued a letter containing prohibition of worship for Muslims as well wearing hijab for Muslim women in Tolikara Regency.
The Rev. Wandikbo told Jubi on Sunday (19/7/2015) that GIDI never forbids Muslims for praying or wearing hijab in Tolikara Regency as enclosed in the letter No. 90/SP/GIDI-WT/VII/2015 that issued in Karubaga dated 11 July 2015. The Chairman of Tolikara Region the Rev. Nayus Wenda and Secretary the Rev. Marthen Jingga signed the letter and used GIDI stamp on it. The letter was forwarded to the Tolikara Regent, Chairman of Tolikara Legislative Council, Tolikara Military Regional Commander and for archive.
“The letter has truly been issued, but without prior confirmation to me as the President of GIDI and Tolikara Regent as Chairman of the Committee and Person in Charge. After it was issued on 11 July, Tolikara Police Chief called the regent and me on 12 or 13 July. I said to the chief by cellular phone that ‘I apologize for the letter. It should not be allowed because it’s a big day for Muslims. They must do prayer. If it’s possible they should conduct the prayer as usual in Mushola without using the speaker as regulated in local regulation applied in Tolikara Regency. The regent also apologized to Muslim residents and as a symbol of solidarity he bought a cow that we both gave to them to be slaughtered ahead to Eid Fitr,” revealed the Rev. Wanimbo.
He further said the regent also said to the Police Chief that the prayer could be done in Mushola because there are many students outside. There are almost 3000 people who are currently participating in the seminar and KKR (Church Prayer). “If the prayer was taken outside, it could turn crashed,” he said.
The Rev. Wanimbo further said on 17 July in the morning, the Muslim did the prayer in the Mushola’s yard and used the speaker. Due to this action, about 15 students came to the Mushola and asked them politely that they should be do prayer inside because the distance of Mushola and venue of seminar is only about 300 meters. It would give bad impression.
“But our Muslim brothers were angry and there’s among them carrying a gun and shot a fire. Eventually everyone ran but some got shot. Finally, many people started to come including some guests and myself. But we pulled back because afraid of random bullets,” he said.
At that time, Wandimbo said, the crowd scattered and became upset when seeing some have been shot. Their emotional was provoked and they burned the stall instead of mushola that was located in the center of area. But because the stall was made by wood, the fire spread to resident’s houses and mushola where located behind the stall.
He said the incident has killed a teenager, injured 11 people by the bullet and caused material losses due to houses and stalls burning. It was giving a bad impression over the security forces that were looked miss on duty and not able to secure the situation, which is part of their main task and something they committed to do.
“We strongly deplored on slow socialization of local regulation by the security forces towards Muslim residents that triggered an incident that we never expected. Moreover the religious tolerance over decades among people in Tolikara and Papua in general is very convincing, even it is most preferably in Indonesia,” Wanimbo regretted the slackness of the police. Jakarta (ANTARA News) - Social Affairs Minister Khofifah Indar Parawansa plans to visit Tolikara to ensure that the needs of evacuees in the district are met.
"I have communicated with the national police chief to ascertain that logistic needs of evacuees in both locations (where they have been accommodated) are met. I will go there to ensure it," she said here on Monday.
It was confirmed that as many as 153 people were accommodated in the sub-district military headquarters and in a location behind the resort police station, following a riot in Tolikara on Friday, the minister added.
Parawansa is scheduled to visit Tolikara on Wednesday, after visiting Lany Jaya district to ensure adequate food stock for villagers affected by the recent snowfall.
Besides checking the logistic supplies, she stated that she will also inspect data on the shops that were set on fire in the Papuan district.
She affirmed that her office will also deploy social workers to help victims, especially children and the elderly, overcome the trauma they suffered from the incident.
According to the standard operating procedure, owners of the shops burnt down during the rioting are eligible to have them renovated.

Jakarta (ANTARA News) - The government, in cooperation with the police, is investigating the Tolikara incident to find the perpetrators, Coordinating Minister for Political, Security and Legal Affairs Tedjo Edhy Purdijatno stated here on Monday.
"Based on the results of the meeting held here on Saturday, the police will conduct an investigation to see if the actions taken by the security personnel were in line with the procedures," he remarked at his office when asked to comment on the incident.
He revealed that one person had died, and 54 kiosks and a mushala (Islamic house of prayer) were burnt down in the incident.
He affirmed that it was impossible that incident could have occurred without anyone triggering it.
"It is impossible that they just did it. I think it initially started out as a demonstration, and certainly there was a coordinator behind it (field coordinator). It is impossible that it just happened at the spur of the moment," the minister noted.
Minister Tedjo stated that during the meeting at his office on Saturday, seven conclusions were reached, including enforcing the law against the perpetrators and intellectual actors behind it as well as investigating whether the security personnel had acted in line with the procedures.
"The police will also conduct an investigation to see if the actions taken by the security personnel there were in line with the procedures," he remarked.
He stated that the situation in Tolikara is now conducive, and security forces were on guard to anticipate against possible recurrence.
