Theresia’s dead body found in front of Waena steam power plant turned out to trigger anger of some community group to other tribe’s group of Papuan indigenous.
The angry community group then blockades the road in front of Dian Harapan Hospital, right in front of the funeral home, Friday (May 19) night. About two hundred people stood forming a crowd on the street and yelling at certain groups of people that accused as perpetrators of violence in the city of Jayapura and perpetrators of Theresia’s murder.
As the group was shouting out their anger, two indigenous Papuans who ride motorcycles tried to pass the street. Both of them broke through police who were around the crowd. It was then they were surrounded by several people and immediately beaten and stabbed.
“One immediately fell off from the motorcycle. He was constantly beaten, while other is still safe. They were beaten right in front of a shop across the Hospital (Dian Harapan),”said an eyewitness who saw the beatings and stabbings.
This witness claimed to stand around the motor workshop not far from the location. He was amazed that the police on the scene seemed unmoved. In fact, police who have seen the masses carrying sharp weapons did not do anything to disarm them. There were no warning shots or attempts to disperse the masses, even when both victims were persecuted and stabbed by the masses.
The two victims were brothers from Puncak regency. The younger, Yuvenus Kulua was saved, while his older brother, Pius Kulua died on the spot. The siblings are known to live in the neighborhood across the Kamwolker creek (where the police conducted sweeping earlier in the afternoon).
The Chief of Jayapura resort police, Tober Sirait explained the stabbing took place right in front of the funeral home, as a large family mourner was performing worship and consolation. According to him, the two victims passed by a motorcycle in front of the funeral home. “The police tried to stop but it was ignored, that’s when the family grieves spontaneously out and do persecution, and caused Pius Kulua death,” he said.
The perpetrators of Pius’ murder said Tober had been put on hold by the police and would soon be assigned as suspect.
“We have secured 41 people who perpetrated the persecution against Pius. All of them we questioned, their strong allegations are perpetrators of this persecution,” explained Kapolres.
Denius kulua, a member of the Papuan Legislative Assembly and a close relative of the late Pius Kulua said he handed over the handling of the perpetrators to the Jayapura Police.

2) POLICE THREATENED PAPUA OFFICE STAFF OF KOMNAS HAM NOT TO BROUGHT UP THE VIOLENCE CASE

Jayapura, Jubi – Nareki Kogoya, a Komnas HAM of Papua Representative Office’s staff who got beaten (May 18) allegedly committed by police officers from the Jayapura City Station in Buper Waena, Jayapura City, submitted a report to Propam (profession and security division) of Papua Police on Monday (May 22).
Kogoya told jubi that a number of police officers entered the compound where he lived to look for perpetrators of the murder Dr. Suwandi, a lecturer at the Faculty of Economics Cenderawasih University (Uncen).
“I said, I’ll help them, I’m guarding them, and I don’t want them to get hit, those kids (who being accused relate to the murder) do not know the problem,” Nareki said.

According to him, the police asked who Nareki was and he explaine that he is a Komnas HAM staff of Papua Representative Office. But police seem did not care, he was even interrogated, taken to the police car and beaten.
Nareki suffered a wound in the corner of his left lip and was driven to the car and taken to Heram Police station.
“I told them that as fellow law workers I am ready to give them the information if needed. But after the interrogation, one of the police asked me to not making any report of the incident. He said I will get charged if I proceed to report. I feel intimidated and terrorized,” he said.
At Heram Police station Nareki was asked to make/sign investigation minute (BAP), but he refused. He said he only gave information and shouldn’t have been treated as s perpetrator.
Accompanying Nareki, head of Komnas HAM Papua office, Frits Ramandey said Komnas HAM staff is also subjected to law and he regrets that the incident happened and police ignored Mr Nareki statement.
“Regional police chief suggest us to report to Propam for the police suspected of beating to be investigated,” said Frits.
He would like to see the perpetrators are processed based on the criminal act. “We used to intimidation and pressure, it’s normal, but for criminal act, we cannot accept it. … and I think it is not difficult to identify the perpetrators as the commander chief who led the team that night would’ve known it,” he said.(*)

3) DEFORESTATION AND INVESTMENT PERMIT OVERLAPPING IN PAPUA PROVINCE

Jayapura, Jubi – Papuan Legislator Decky Nawipa questioned the responsibilities of timber and plantation companies operating in Papua for reforestation or replanting areas where timber has been logged.
According to the rules, he said it is an obligation.
“That is based on regulation, if we conducted logging, we have to plant the trees again; reforestation, it should be checked how far it applied in Papua,” said Decky to Jubi, last weekend.

He called related institutions, to do maximum supervision. He said, if there are companies refused to carry out their obligations then their license should be revoked.
“We have to check on the field, whether the companies have been reforested or not,” he said.
Papua forest is among the forests that breathe the lungs of the world today. For that, all parties must guard it. Otherwise the Papua forest will be exhausted like forests in other provinces in Indonesia.
“In Indonesia, Papua is a province that still has a large forest area and must be maintained, all parties must play a role, especially the government in supervising,” he said.
Noting the alarming situation, Papua Governor Lukas Enembe critically said that forests in Southern Papua are mostly dominated by foreign and local investors.
“The southern forestry is largely under the control of investors, especially because the previous Regent has issued permits,” Lukas Enembe said recently.
According to him, in ​​Boven Digoel and Asiki area there has been a tremendous deforestation and it caused by the previous given permit.
“I have traveled around and seen thousands of hectares have been cleared because of the regulation we handed over to districts/municipalities so that local authorities arbitrary issued permission,” he said.
Overlapping permits
Overlapping permits in forest utilization in Papua have been suspected to open illegal logging entrances.
Decky Nawipa who is also a member of Commission IV of the House in charge of mining and forestry, said that logging and forest clearing permits are not processed through ‘one door’.
There are permits issued by districts, provinces, and central government. That is why permit overlapping is possible or one timber companies can bag two to three permits.
“Companies that pocketed more than one permit, exploit the widest possible forest area to cut timber,” said Decky.
He pointed out, permit from the regency is not more than one hectare of forest, but permits issued by the province or central government is more than that. The companies can use permit from province and central government to keep expanding the clearance or lodging.
The solution he suggest is to establish ‘one door’ system to issue permit. That permits issued only by one level of authorities, whether provincial, regency or central government.
To that, Lukas Enembe prefers that management of various business licenses, including forestry management, is in the province. This is because the Papua Provincial Government wants to protect 90 percent of Papua’s forests.
“From now on the regents can no longer give any business permits, let alone directly related to Papua’s forests,” Enembe said recently.
Enembe confirmed that the government will not issue permit if it destruct the forest. He claimed to have written to the Ministry of Forestry to stop the 13 out of 25 permits of forest products utilization in natural forests (IUPHHK-HA) in Papua or IUPHHK-HA, with cover’s area consist of ​​2,083,091 hectares.

4) BUMD IS DIRECTED TO STABILIZE PRICES IN PAPUA
Jayapura, Jubi – Representative Office of Bank Indonesia Papua discuss the Role of BUMD (Regional Owned Enterprises) in pushing the economy of Papua Province in Jayapura last week.
